In regard to following local rules and the general well-being of our community, I would like you to provide clarification on the following:
- Whether the internal roads within the gates of Reserva Conchal are meant for use by the general public or they are considered servidumbre;
- Why Reserva Conchal sponsors events where alcoholic beverages are served to underage persons and why revelers are allowed to operate vehicles;
- The person who was so intoxicated that he could not drive home on [DATE];
- Why public nudity is allowed within the community while it is in contravention of the laws of Costa Rica;
- Why the rules of the community are applied selectively to some members while other members are allowed to get away with what is prohibited by the rules; and
- The minutes of the meeting during which allow you to penalize members who contravene the community rules.
I believe in accountability and have no problem when my family members are held accountable for their actions. I believe that others too should be held accountable when their actions are contrary to the welfare of my family. There are families in the community that play traffic and harass my children only because they fail to identify as bisexual or gay. They have chased my children around with their vehicles multiple times, enjoying as my children run terrified. Those families should be held accountable for their actions, just as my family members are held accountable.
My final concern is in regard to the Reserva Conchal annual Heineken party. There are patrons who have left drunk from alcohol provided by Reserva Conchal. Those patrons have proceeded to drive and control their vehicles and golf carts under the influence of alcohol. Some of them have left their vehicles and golf carts on the streets. Their actions endanger the safety and welfare of community members going about their own business. Nothing has been done to penalize them for endangering the safety and welfare of other community members. On the other hand, my son has been penalized for driving a golf cart while underage. Despite being underage, he is competent to properly drive and control a golf cart without endangering the safety and welfare of others on the road. He was still penalized for driving a golf cart while underage, despite not endangering the safety and welfare of others. I find it unfair that no action is taken against those who actually endanger the safety and welfare of others around them.
I request you to stop applying and enforcing the rules of the condominium discriminatorily and penalize patrons who endanger the safety and welfare of others. I expect you to take action within the soonest time possible before I consider authoritative involvement in this matter.
