[PROPOSED] ORDER GRANTING PLAINTIFF’S EX-PARTE MOTION FOR
TEMPORARY RESTRAINING ORDER
This matter came before the Court on Plaintiff’s motion for the entry of a temporary
restraining order. Having considered the matter, the Court finds that Plaintiff has suffered and
will continue to suffer irreparable harm in the form of harassment by Defendants.
Accordingly, the Court hereby issues this Order temporarily:
1. Restraining all Defendants, their officers, agents, servants, employees, and all persons in
active concert or participation with them who receive actual notice of the injunction, from
enforcing VOP Village Code against Foster Chambers until this case is determined; and
2. Restraining Tammy Grossman, Kevin Jackson, Stacy Dexter, and Steve Cutia from
levying fines against Foster Chambers;
3. Restraining Tammy Grossman, Kevin Jackson, Stacy Dexter, and Steve Cutia from
issuing Foster Chambers with tickets in regard to his properties;
4. Restraining Tammy Grossman, Kevin Jackson, Stacy Dexter, and Steve Cutia from
condemning Foster Chambers’s properties;
5. Restraining Tammy Grossman, Kevin Jackson, Stacy Dexter, and Steve Cutia from
taking further action in regard to Foster Chambers’s properties;
6. Restraining Tammy Grossman, Kevin Jackson, Stacy Dexter, and Steve Cutia from
entering Foster Chambers’s properties;
7. Restraining Tammy Grossman, Kevin Jackson, Stacy Dexter, and Steve Cutia from
inspecting Foster Chambers’s properties; and
8. Restraining Tammy Grossman, Kevin Jackson, Stacy Dexter, and Steve Cutia from
speaking or communicating to Foster Chambers, his family, and any other person within
Foster Chambers’s properties.
