MANAGEMENT COMPANY RULES.

The Phase 1 Management Company will be the custodian of rules.

The rules are broken down in the following areas:

1. Being a good neighbor

  • Development Control Committee, Design Guidelines, Planning, and Construction Approval.
  • New Residents – parking stickers, rubbish bins, registration of personal information, rates explanation.
  • Waste, recycling, and cleaning – rubbish bins issue and charges – glass, plastic, other for separating rubbish, green waste collection, rubbish bin days, industrial waste collection, commercial waste disposal using skip bins.
  • Construction Rules
    • Monday to Friday 8 am to 5 pm (excluding public holidays); and
    • Saturday 9 am to 3 pm.
  • Noise control.  Generator locations.
  • Environmental Management – burning off rubbish, disposing of liquid waste into stormwater drains.

2. Roads

  • Traffic, roads, and transport.  Speed limit 40km/h, nearby schools and pedestrian square 30 km/h.
  • Parking – downtown car-parking is free for residents but outsiders must pay, issue of parking stickers.  Twenty-meter Road space has a parking lane.
  • Infrastructure Maintenance and Upgrade Levy – 100,000 square meters of road and pathways, 240 plus streetlights and CCTV cameras, 100 public rubbish bins, stormwater drainage clearance, landscaping maintenance, common areas such as sports grounds (soccer pitches, tennis courts, etc.), and nature trails must be kept in good working order via maintenance and replaced/upgraded as necessary.

3. The Common Areas

  • Business Permits – provide a copy to the ManCo, after the SEZA business permit issuance from the One-Stop-Shop.
  • Events & Venues – rules for events, noise control, hours of operation.
  • Signage and Wayfinding.
  • Advertising Permits.
  • Events and Venues.
  • Security.
  • Health and Safety.
  • Pets and Animals – animal registration and rules regarding lost animals.
  • Sports Grounds and Commercial Recreation Activities.
  • Community Amenities – rules for family picnics within the nature trail area.
  • Service charge payment and enforcement.
  • Trees and Vegetation.
  • Restaurants within the residential Kimia area.
  • Kiosk rules including informal sector management.
  • Emergency Response – ambulance, fire service, and security response.  Levy for payment for these services.

All of the above rules and regulations will be finalized in coordination with the residents and property owners before the service charge starts being collected in order to ensure the necessary practicality of each detailed regulation is maintained.  There will be a six-monthly get-together of residents to review and acknowledge the requirement of a new rule or amendment or cancellation of an existing rule.
