REQUESTED/PROPOSED AMENDMENTS.

We, as Brazil, recommend/Propose the amendment to the following articles; –

  1. Article 3
  2. Article 7; and
  3. Article 27

The proposed amendments are as follows; –

  • ARTICLE 3.

There is vast biodiversity of animal species in Brazil, and it is next to impossible to take any steps deemed necessary to identify species susceptible to being reservoirs or hosts of viruses and other pathogens that may spill over to humankind. Furthermore, to suggest regulating interaction amongst those species and other animals is not possible as it makes the part of the Brazilian culture to interact with them and use them as a source of livelihood for most citizens.

The aim to create Annex 1 is to include many animals that are hunted, traded, and killed in Brazil. The proposal for submitting an annual report to the Secretariat to identify the specific location of each species, its proximity to other animals and human settlements, the nature of the risks the species presents, and the strategies that are presently employed or could be employed to mitigate such risks, including through the effective preservation of the species and its habitat and sufficient isolation from other species and humans to reduce the risk of transmission of viruses and other

pathogens to other animals and humans will be complex in the vast landscape of Brazil.

Prohibiting the hunting, selling, consumption, import, and export of the animals in Annex 1 will be detrimental to Brazil, as it is part of the livelihood of our Country, and as a Country, most of the animals in Annex 1 are not considered illegal if the same is used for consumption or export, in fact, it boosts our economy if the same animals in Annex 1 are used for food by the locals of Brazil, what will replace the source of the food for them if the access to those animals is prohibited? How will the locals survive?

  • ARTICLE 7.

Places like the Amazon River and the expansive tropical region hosts Wildlife and residential. The scientific management practices that have been suggested or have been developed to ensure that such habitats are appropriately isolated from residential and commercial facilities where other animals are present will not be next to impossible as the wildlife and the residents live together and co-exist as it has been happening from the time of our ancestors.

The area to be covered when developing such habitats as requested for the isolation of the residential and commercial with the wildlife is large. Due to deforestation and migration of the wildlife, it will mean displacing the locals/citizens of Brazil. That will bring a bunch of new issues regarding homelessness, which will not be beneficial to us at all. It will be setting us backward, and that is not the goal.

Though other countries might not understand this, this is our way of life, and changing this will significantly impact social-economic dynamics and the majority of our country’s population.

  • ARTICLE 27. 

From the Draft Convention, there is a mere suggestion and encouragement for Contracting Parties to restrict the trade of any animal or animal parts, products, or derivatives with other Contracting Parties or any State that treats or interacts with animals in a manner inconsistent with any of the provisions of this Convention.

Punitive measures should be implemented in the countries found to engage in the illegal trade of animals, parts, or products. We should not be afraid to enforce the law on the violators, and with this, we will do better in limiting the illegal trade of animals, their parts, or other animal products for whatever use.

If the amendments mentioned above are not done, the same will negatively affect our region’s culture and economics.  In making any changes, we should be mindful of all cultures present. We need to be able to try and understand their way of living and their perspectives; this will ensure uniformity in the changes and enforcement that are required.

It is understanding that we are not all uniform and that the circumstances and experiences that we all as individual countries differ from one another is an excellent step toward achieving our shared goal. In this instance, that is animal welfare and the health of humans.
